"The District Swap" Technique

Because moving governors takes time and lowers loyalty:

  1. Keep a pool of "Development Officers" in your reserves.
  2. When a new castle is captured, immediately assign high-Politics governors to the districts.
  3. Use the "Construction Support" policy to boost their build speed.
  4. Once the castle is fully developed (all slots filled), swap the high-Politics governor out for a high-Valor governor to focus on troop training.

3.1 Enhanced Council Deliberations (ECD)

The standard PUK adds new council policies, but the v11 exclusive introduces “Faction Visions” – long-term, multi-year plans (e.g., “Kyoto Supremacy,” “Economic Hegemony”) that trigger unique event chains. Unlike base-game policies, Faction Visions require consensus among high-ranking officers, with dissent potentially leading to defection or coup attempts. This adds a political layer absent in previous entries.

Early Life and Ambition

Born in 1534, Oda Nobunaga was the second son of Oda Nobuhide, a minor but influential daimyō in Owari Province (present-day Aichi Prefecture). Despite the expectations of a relatively tranquil life within his family's modest domain, Nobunaga's early years were marked by an unyielding ambition that set him apart from his peers. This ambition was likely fueled by his complex relationship with his father and the precarious position of his family among the powerful daimyōs of the Sengoku period.
