Part 7: Legal and Licensing Considerations
Before you program a GP300, remember: In the US, the FCC requires a license for most business bands. You cannot legally program a GP300 to transmit on:
- FRS/GMRS frequencies (the radio is not type-accepted for those services and has a removable antenna).
- Police/Fire/EMS frequencies (interference is a felony).
- Marine VHF channels (unless you have a marine station license).

- Amateur Radio (Ham): Technicians and General class licensees can use GP300s on 2m and 70cm bands.
- MURS (VHF): Low-power VHF frequencies (151-154 MHz) – license free.
- Licensed Business Band: Construction, agriculture, or hospitality with a valid FCC call sign.
Step 1: Connect the Hardware
- Connect the programming cable to the GP300’s side jack.
- Connect the other end of the cable to the RIB.
- Connect the serial cable from the RIB to COM1 on your PC.
- Turn on the GP300. (The screen will backlight; you may hear static.)
Key Fields to Program:
- Rx Frequency (MHz): Enter the receive frequency (e.g., 464.5000).
- Tx Frequency (MHz): Enter the transmit frequency. Leave the same for simplex, or enter a repeater output offset.
- Rx Squelch Type: Carrier squelch (CSQ) or Private Line (PL/DPL). If using CTCSS, enter the tone in Hz.
- Tx Squelch Type: Usually the same as RX.
- Time-Out Timer (TOT): Set to 60 seconds to prevent accidental lock-ups.
- Power Level: High (4-5 Watts) or Low (1 Watt).

5. Radio Preparation
- Install a known-good battery pack (or dummy battery with external power connection).
- Ensure radio is powered off until RSS prompts for power-on.
- Connect cable to radio’s side accessory connector (often labeled “PROG” or “ACC”).
- Connect RIB to PC serial port and to cable.
Step 2: Connect the GP300 to the Computer
- Connect the programming cable to the GP300 and the computer.
- Ensure the cable is securely connected to both devices.
Step 4: Modify Frequencies and Settings
- From the main menu, press F4 (Change/View).
- Select F1 (Conventional Personality). This is where you program channels.
