  • Safe approach: Purchase GTA: San Andreas on Steam (currently $14.99). Then, download the PSP repack. You have paid for the license; you are simply playing your licensed game on a different device (emu).

Take-Two has historically targeted repack distributors, not end-users. However, using a VPN is always wise.
